The parking lots are for the sole use of residents with a valid VKCA resident parking sticker on the right interior of the windshield.
They are not public parking lots!
Shenandoah Street and Roanoke Drive are Town of Leesburg property and all public parking is permitted on those streets. There is no requirement for a parking decal to park on Roanoke Drive, Shenandoah Street or Harrison Street.
The Association, however, does ask that each resident use ONLY the one parking slot in front of their residence and NOT park in front of a neighbor's home. This way all residents will be able to enjoy convenient parking in front of their home. Second cars can be parked in the parking lots with a parking decal.
WHAT ABOUT WORKMEN AND CONTRACTORS? If these people do not have large materials that must be kept close to the site, please ask them to unload what they need and then park as a visitor in the parking lots or they may park in front of your home. TELL THEM NOT TO PARK IN FRONT OF A NEIGHBOR'S HOME!!!!!!! If the job requires that multiple vehicles be parked in front of your home and a neighbor's, please consult with your neighbor ahead of time and give them a "head's up"!
BE COURTEOUS WHEN IT COMES TO PARKING IN THE NEIGHBORHOOD.
Residents who wish to use the parking lots in the Virginia Knolls Community Association are required to have a VKCA PARKING DECAL affixed to the lower right side of the windshield of their vehicle.
The decal can be purchased for $2.00. Please send a copy of your registration along with the $2 to VKCA, P.O. BOX 1626, LEESBURG, VA 20177
Decals are only issued to residents whose registration indicates their address .on either Shenandoah Street or Roanoke Drive in the Virginia Knolls sub-division .

- In order to get a VKCA parking decal you must meet the following requirements:
- Current Resident (registration address on either Roanoke or Shenandoah)
- Valid State Inspection Sticker (Virginia Registrant)
- Display Valid State Registration
- (Virginia Requires two (2) license plates)
- Vehicle must be in good running order (no flat tires, missing motors, vehicles up on blocks, etc.)
- All vans, and antique vehicles must be parked at the far end of the lots.
- No commercial vehicles (vehicles with writing on the side or strapped ladders and work tools) are to be parked in the lots.
- Out of State tags are acceptable ONLY under specific circumstances.
VKCA GUEST PASSES- No new guest passes will be issued beginning 11/1/2023. All existing guest passes will expire on 12/31/2023.

- If you have a guest, park your car with VKCA decal in one of the lots and let your guest park in front of your home or on Harrison Street.
Will unauthorized vehicles be towed?- YES! PATROL TOWING WAS VOTED ON AND APPROVED AT THE VKCA ANNUAL MEETING, 1/28/2020.
- RANDOM TOWING WITH NO WARNINGS WAS APPROVED AND SCHEDULED TO START ON 2/20/2020.
- NEW SIGNS AT EACH VKCA LOT WERE INSTALLED ON 2/19/2020 SHOWING WHO TO CALL IF YOUR CAR IS TOWED.
